Detroit is...

worse than anything I've read about it
better than anything I've read about it

There are other cities in worse shape - Camden for one. What probably bothers people about Detroit is that it looks like it once was so successful (Camden was always a small city across from Philadelphia). Detroit was a major city, with major landmarks and major urbanism. Now what?
And when you get to that question, you're not really left with any answers. There is so much decay and too little industry and people left for a rebound.

It feels like the ruins of a lost civilization, which i guess it kinda is.

Check it: some Camdenocity from Camilo Vergara, the decay chronicler par excellence.

According to Wikipedia, Detroit's motto is

"Speramus Meliora; Resurget Cineribus"

("We Hope For Better Things; It Shall Rise From the Ashes")

How appropriate.
